Before there was Malaya and Malaysia the peninsular was known as Tanah Melayu, or Malay Land.&lt;br /&gt;&lt;br /&gt;2. Saying this alone would result in accusations of being racist.&lt;br /&gt;&lt;br /&gt;3. But I need to go back in history if I am going to be able to explain about Malaysia's social contract.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;4. Through treaties signed by the Rulers of the Malay States of the Peninsular the British acquired the right to rule the Malay States. These treaties obviously recognised and legitimised the States as Malay States. No one disputed this. Even the aborigines accepted this as shown by their submission to the rule of the Malay Sultans.&lt;br /&gt;&lt;br /&gt;5. Initially the peoples living in the States were divided into indigenous Malays and aborigines who were subjects of the Malay rulers and foreign guests who were not subjects of the rulers. There were no citizenship or documents about citizenship status as in most countries.&lt;br /&gt;&lt;br /&gt;6. The foreign guests prospered in the British ruled Malay States and in the British colonies of Penang, Malacca and Singapore. The Malay subjects of the Rulers and the Rulers themselves did not feel threatened by the numbers of these non-Malays and the disparities between the general wealth and progress of the foreign guests and the subjects of the Rulers. They did not think that the foreigners who had settled in the country would ever demand citizenship rights.&lt;br /&gt;&lt;br /&gt;7. When Japan conquered the Malay States and the colonies of the Straits Settlements, the Chinese felt insecure as the Japanese were their historical enemies.&lt;br /&gt;&lt;br /&gt;8. Many Chinese formed and joined guerilla forces and disappeared into the jungle. When Japan surrendered the Chinese guerillas came out and seized many police stations in the interior and declared that they were the rulers of the country. They seized many people, Chinese and Malays and executed a number of them.&lt;br /&gt;&lt;br /&gt;9. Malay villagers retaliated by killing the Chinese in the rural areas. Tension rose and a Sino-Malay war was only averted because of the arrival of British forces. But the ill feeling and animosity between the two races remained high.&lt;br /&gt;&lt;br /&gt;10. It was in this tensed situation that the British proposed the Malayan Union which would give the "guests" the right of citizenship as indistinguishable from that of the Malays.&lt;br /&gt;&lt;br /&gt;11. The Malays rejected the Malayan Union and its citizenship proposal. They forced the British to return to the status quo ante in a new Federation of Malaya.&lt;br /&gt;&lt;br /&gt;12. Only Chinese who were British subjects in the colonies of the Straits Settlements were eligible to become citizens in this new Federation. Naturally the Malay citizens far outnumbered the Chinese Malayan citizens.&lt;br /&gt;&lt;br /&gt;13. Chinese leaders appealed to the British, who then persuaded the UMNO President, Dato Onn Jaafar to propose to open UMNO to all races. This proposal was rejected by the other UMNO leaders and Dato Onn had to resign.&lt;br /&gt;&lt;br /&gt;14. The British kept up the pressure for the Malays to be more liberal with citizenship for non-Malays.&lt;br /&gt;&lt;br /&gt;15. Tunku Abdul Rahman, the President of UMNO decided on a coalition with MCA (Malaysian Chinese Association) and the MIC (Malaysian Indian Congress). In the 1955 elections to the Federal Legislative Assembly, since there were very few constituencies with Chinese or Indian majorities, the MCA and MIC partners had to put up candidates in Malay majority constituencies after UMNO undertook not to contest in these constituencies but to support MCA Chinese and MIC Indian candidates instead.&lt;br /&gt;&lt;br /&gt;16. Such was the support of the Malays for the MCA and MIC alliance candidates that they won even against Malay candidates from PAS. The MCA and MIC candidates all won. Only UMNO lost one constituency against PAS.&lt;br /&gt;&lt;br /&gt;17. The Tunku as Chief Minister of a self-governing Federation of Malaya then decided to go for independence. The British continued to inisist on citizenship rights for the Chinese and Indians as a condition for giving independence.&lt;br /&gt;&lt;br /&gt;18. To overcome British resistance to independence and to gain the support of the Chinese and Indians, the Tunku decided to give one million citizenship to the two communities based purely on residence. One notable new citizen was (Tun) Leong Yew Koh, a former general in the Chinese National Army who was later appointed Governor of Malacca.&lt;br /&gt;&lt;br /&gt;19. It was at this stage that the leaders of the three communal parties who had formed the Government of self-governing British Federation of Malaya, discussed and reached agreement on the relationship between the three communities in an independent Federation of Malaya.&lt;br /&gt;&lt;br /&gt;20. It was to be a quid pro quo arrangement. In exchange for the one million citizenships the non-Malays must recognise the special position of the Malays as the indigenous people. Certain laws such as the pre-eminence of Islam as the state religion, the preservation of Malay reserve land, the position of the Malay Rulers and Malay customs and the distribution of Government jobs were included in the understanding.&lt;br /&gt;&lt;br /&gt;21. On the question of national language it was agreed that Malay would be the national language. English should be the second language. The Chinese and Indians could continue to use their own languages but not in official communication.&lt;br /&gt;&lt;br /&gt;22. Chinese and Tamil primary schools can use their languages as teaching media. They can also be used in secondary schools but these have to be private schools.&lt;br /&gt;&lt;br /&gt;23. For their part the Chinese and Indian leaders representing their parties and communities demanded that their citizenship should be a right which could not be annulled, that they should retain their language, religion and culture, that as citizens they should have political rights as accorded to all citizens.&lt;br /&gt;&lt;br /&gt;24. Much of these agreements and understandings are reflected in the Federal Constitution of Independent Malaya. For everything that is accorded the Malays, there is always a provision for non-Malays. Few ever mention this fact. The only thing that attracts everyone's attention and made a subject of dispute is what is accorded the Malays and other indigenous people.&lt;br /&gt;&lt;br /&gt;25. Thus although Malay is to be the National Language, Chinese and Tamil can be used freely and in the Chinese and Tamil schools. In no other country has there been a similar provision. Even the most liberal countries do not have this constitutional guarantee.&lt;br /&gt;&lt;br /&gt;26. The national language is to be learnt by everyone so that Malayan citizens can communicate with each other everywhere.&lt;br /&gt;&lt;br /&gt;27. It was understood also that the Chinese language referred in the understanding were the Chinese dialects spoken in Malaysia, not the national language of China. Similarly for Malayan Indians the language was Tamil, not Hindi or Urdu or whatever became the national language of India. However, the Chinese educationists later insisted that the Chinese language must be the national language of China i.e. Mandarin. &lt;br /&gt;&lt;br /&gt;28. The official religion is Islam but other religions may be practised by their adherents without any restriction. As the official religion, Islam would receive Government support. Nothing was said about support for the other religions. The non-Malays did not press this point and the Federal Constitution does not mention Government support for the other religions. Nevertheless such support have been given.&lt;br /&gt;&lt;br /&gt;29. A quota was fixed for the Malayan Civil Service wherein the Malays would get four posts for every one given to Chinese or Indians. However it was recognised that the professional post would be open to all races as it was never thought possible there would be enough Malays to take up these posts.&lt;br /&gt;&lt;br /&gt;30. The result was that in the early years of independence there were more non-Malays in Division 1 than Malays.&lt;br /&gt;&lt;br /&gt;31. The Agong or the Rulers of the States should determine quotas of scholarships and licences for Malays. But no one should be deprived of whatever permits or licences in order to give to Bumiputras.&lt;br /&gt;&lt;br /&gt;32. The position of the Malay Rulers was entrenched and could not be challenged. There would be a Paramount Ruler chosen from among the nine Rulers who would serve for five years.&lt;br /&gt;&lt;br /&gt;33. The rulers were to be constitutional rulers. Executive power was to be exercised by elected Menteris Besar, Ketua Menteri (Chief Minister) and Prime Minister, assisted by members of councils and cabinets. The British practice was to be the model.&lt;br /&gt;&lt;br /&gt;34. The most important understanding was the adoption of Parliamentary Democracy with a Constitutional Monarch, again after the United Kingdom model. It should be remembered that the British imposed an authoritarian colonial Government on the Malay State, the power resting with the Colonial Office in London.&lt;br /&gt;&lt;br /&gt;35. Before these the Malay States were feudal with the Malay Rulers enjoying near absolute power. Only the elites played a role in State politics. The Malay subjects had no political rights at all. Certainly the guests had no say in politics. Even the Chinese and Indian British citizens had no say though they may be appointed as Municipal or Legislative Councillors.&lt;br /&gt;&lt;br /&gt;36. The decision to adopt a democratic system of Government was a radical step in the governance of the Federation of Malaya and of the Malay States. This was agreed to by the leaders of the three major communities as represented by their political parties i.e. UMNO, MCA and MIC. There can be no doubt that these parties represented the vast majority of the three communities in Malaya. The Communists and the other leftists did not signify their agreement to the understanding.&lt;br /&gt;&lt;br /&gt;37. The Reid Commission was briefed on all these agreements and understanding so that they will be reflected in the Constitution to be drawn up. All the three parties approved this Constitution after several amendments were made. In effect the Constitution became a contract binding on all the three communities in the Federation of Malaya upon attaining independence in 1957.&lt;br /&gt;&lt;br /&gt;38. When Sabah and Sarawak joined the Peninsular States to form Malaysia the social contract was extended to the two Borneo States. The natives of Sabah and Sarawak were given the same status as the Malays. At this time the word Bumiputra was introduced to distinguish the indigenous Malays and Sabah, Sarawak natives from those descendants of foreign immigrants. Because Malay was widely used in the Borneo States there was no difficulty in the acceptance of Malay as the national language. The fact that the natives of the two states are not all Muslims necessitated no change in the Constitution once the word Bumiputra was accepted. But the official definition of a Malay remained.&lt;br /&gt;&lt;br /&gt;39. The embodiment of the social contract is therefore the Constitution of first, the Federation of Malaya and then Malaysia.&lt;br /&gt;&lt;br /&gt;40. To say it does not exist is to deny the contents of the Constitution which was based upon the acceptance by the leaders of the three communities of the original social contract.&lt;br /&gt;&lt;br /&gt;41. All subsequent actions by the Government were the results of this social contract. The fact that the initiators of this social contract and their successors were endorsed by the people in every election reflects the undertaking of the people to honour this social contract.&lt;br /&gt;&lt;br /&gt;42. Saying that the social contract does not exist is like saying that Malaysia exists in a vacuum, without a Constitution and laws based on this Constitution.&lt;br /&gt;&lt;br /&gt;43. Implementing the social contract requires understanding of its spirit as much as the letter. The social contract is aimed at creating a multi-racial nation that is stable and harmonious. Any factor which would cause instability and result in confrontation between the races must be regarded as incompatible with the spirit of the social contract.&lt;br /&gt;&lt;br /&gt;44. For 50 years no one seriously questioned the social contract. Even today the majority of Chinese and Indians and the indigenous Malays and natives of Sabah and Sarawak accept the social contract. But because Dato Seri Abdullah Ahmad Badawi basically lost the 2008 election and now heads a weak Government the extremists and erstwhile detractors have questioned the social contract. The Bar Council has now become a political party believing that its expertise in law will exempt it from being questioned as to its credentials and its political objectives.&lt;br /&gt;&lt;br /&gt;45. Abdullah's UMNO is incapable of countering any attack on the social contract. It is a Malay proverb to indicate a clash between two parties where neither side will gain and benefits from the outcome. In modern equations it is a lose-lose situation.&lt;br /&gt;&lt;br /&gt;This Malay proverb is relevant to describe what is happening to the Malays as a whole represented by UMNO that forms the government and its relationship with the opposition. Although the opposition now is made up of various races, but the dominant voice seems to come from the non-Malays. On the ground by and large the people interpret it that way. It is certainly not a very healthy development.&lt;br /&gt;&lt;br /&gt;The country is now facing serious political and economic problems with root causes from external and internal factors. The high price of oil has cause havoc to the world and Malaysia is not an exception. It has upset not only the life of the people but more importantly the private sector which is the engine of growth that contributes to the economic growth to the country. The manufacturing sector is hard hit by this increase.&lt;br /&gt;&lt;br /&gt;Internally the political instability has not shown an early solution. The government has adopted various strategies trying to diffuse the problem. The problem here is no amount of gesture can appease the minds of the people, even though it is a good move. It is just that the people at large had no confidence in the leadership. In this situation whatever good moves will not change the minds of the people.&lt;br /&gt;&lt;br /&gt;The problems both political and economic which the country is facing are very complex and certainly we need a strong and firm leader to address the problem. This is what is lacking in the country now. The country needs a leader who can give the right direction to overcome the present economic crisis; we need also a strong hand to overcome the present political crisis which is slowly eroding the confidence not only among the local population but also among the foreigners.&lt;br /&gt;&lt;br /&gt;The new developments which appear everyday is not healthy and positive. It is becoming a mockery and a joke. If the leaders continue to show their weakness to address it firmly and with authority, a time will come, that all the wealth the country has achieved will turn into ashes. What make things worse is that there a minority few who will take advantage of the weak leadership and probe all the loopholes undercover of whatever law they can interpret. If this remains uncheck and let to go freely under the guise of democracy and freedom of speech, soon the situation of lose-lose will prevail. The rich and wealthy can afford to pack their bags and families and go abroad, but the unfortunate ones will remain behind and face the hardship.&lt;br /&gt;&lt;br /&gt;Let everybody think hard and think of the consequences. Politicians, be it from the ruling party or the opposition must be equally responsible and rational in their move, The leadership must realize that if he is not able to command the confidence and worse if too weak to shoulder the challenges just be brave enough to give way.&lt;br /&gt;&lt;br /&gt;The wisest thing to do now is to unite the human resources available. We have to admit the fact that the idea of Tun Dr. Mahathir our beloved former Prime Minister is relevant. If we don’t agree totally with what he had contributed, just consider the positive ones which have brought good and proud to the country. Let new and younger leaders be given the opportunity to lead the country and give Tun Dr Mahathir the room to advise the leaders in this trying time. We do not have the luxury of time on our side. These two Lim's were actually cronies of Lee Kuan Yew and Mahathir finally compromised with Lee Kuan Yew and accepted Abdullah Ahmad Badawi as his successor. This means that the Prime Minister will travel abroad less frequently as compared to last year. At the same time the Prime Minister's Department, in giving a written reply to Dato’ Seri Hadi's question, the government spend close to RM790,000 in two weeks time.&lt;br /&gt;&lt;br /&gt;This figure is nothing if the government cares to reveal the fix costs involved in maintains the fleet of jets. The five star A310 jet is being manned by pilots and cabin crew seconded by MAS. Although they don't fly, because the jets are on the ground, their salaries are still paid. When they fly they will get additional allowances. Since the foreign minister says that the Prime Minister will travel less abroad, they government should consider disposing off the plane. By disposing off the plane, the government can save substantial amount of money, and free the government of paying the crew, when they don't even fly. The maintenance cost is very high.&lt;br /&gt;&lt;br /&gt;What has been incurred spent and mistakes made in the past over the purchasing of the plane are like water flowing in the river. We cannot get it back. What we can do now is to save whatever we can on the money that will be used to maintain the jet. The crew should return to their parent management and earn their pay on the job done. The country is facing real cash flow in the coming months as one economist sounded out that our inflation will be influenced by economic performance of our neighbors. He proudly says that this is their system. He also said that the government had also awarded projects to international foreign company. He emphasized that allegations of corruption on awarding projects is mere perceptions.&lt;br /&gt; &lt;br /&gt;Before the people throw out their support to UMNO led government, it is important for the Prime Minister, who is the President of UMNO to wake up from his sleep. The system which he adopts is already out of place and the root cause of its downfall, causing a lot of discontentment not only to UMNO supporters, the government officials but also to the people at large. The Prime Minster must realize that this system only benefits and enrich a few selected peoples; this NOT a good and sound system.&lt;br /&gt; &lt;br /&gt;38% or RM63 billion is a lot of money. It would be interesting if the government can list down the projects awarded and who had been awarded with the projects. In one case a project which originally cost not more than RM5 million was directly awarded at a price three times the original cost. Is this a good system? We believed that RM63 billion, if properly awarded in a fair system, could have doubled the number of projects completed.&lt;br /&gt; &lt;br /&gt;Awarding projects to international company is healthy on conditions that the local company should be given the majority control and elements of transfer of technology are adhered to as one of the mandatory conditions. Malaysia now has all the best people with high technical knowledge. There's no excuse not to employ Malaysians in key technical positions. But if awarding projects mainly to acquire commissions, then forever we are going to be dependent on foreign contractors to do jobs which will be paid by money of the rakyat.&lt;br /&gt; &lt;br /&gt;The Prime Minister says that the current system is still good. System is system. It is not the Quran, which cannot be change. If the system caused many mishaps and by implementing it will cause more negative perceptions and did not bring good to the people and country, then the best action is to discard the system all together; it can cause more frustration and the little support that the government still enjoys will slowly diminished. The President is vary uncomfortable with this development after three branches in the sates of Kelantan, Johor and Federal Territory of Kuala Lumpur organized the EGM and called for the change of party leadership. More branches are expected to call for EGM, and if this trend is not arrested, will cause a lot of uneasiness among the party leaders.&lt;br /&gt;&lt;br /&gt;The problem and issues that embroiled among the grassroots members of the party is like a volcano which is due to erupt. It cannot be controlled and will erupt anyway. If we try to control the eruption, the outcome will be wild. It is better to let it erupt freely and allow the larva from the eruption flows down and when the strength dies off it will settle down. The final result will be a new generation of activity which is healthier. The entire negative element will die off.&lt;br /&gt;&lt;br /&gt;What is there to fear? The truth must be allowed to prevail. The days where issues can be manipulated are over. Information, either true of half-true spread very fast. Thanks to modern form of information technology, where information flows is hard to control. There must be good reasons for UMNO members through its division overzealously calling for EGM. There must be real and serious issues that they felt must be discussed and corrected. Calling for EGM is a serious matter. It is not an ordinary meeting. The grassroots members and its leaders must believe that the issues that they wanted to highlight are serious and real or else their reputation and standing will bring them down. If the party leaders feel that they are doing the right things and well supported by the majority, then there is no fear of the EGM. Since the party constitution allows the divisions to organize the EGM, then by all means let it go. The more the leaders call to prevent the divisions from organizing the EGM the more unhealthy development will arise.&lt;br /&gt;&lt;br /&gt;What certain is that all members loved the party and there is little doubt that they want the party weakened. In the long term and surrounded by hostile political forces at work, they want the party to remain strong to face the challenges. UMNO needs a strong, courage, an imaginative and visionary leader to lead the party in this politically hostile environment. Unfortunately time is not on their side for them to exert their strength. They must utilize to the maximum the little precious time left till the end of the year, when the members at large will determine their position. As it is, the people at large and the Malays in particular has not felt and seen any impact on the new measures adopted by the government. The issue that is of interest here is not the contest nor the personality, but what is there in a post that attracts attention. There must be something rewarding that makes many people interested to vie for the post.&lt;br /&gt;&lt;br /&gt;The thought of associating reward, influence, privileges and power to the post will be an illusion to the upcoming candidates, if UMNO wants itself to be relevant and get respect from the people in general and Malays in particular. The days whereby the successful division heads and the other committee members by virtue of their post getting privileges, projects and enrich themselves with flashy cars and beautiful houses are over. Getting all these wealth by just using their tongues and teeth is no longer acceptable when other people had to toil their hands and brains to achieve the hard earned gains. This is one of the factors that led the young voters shy away and voted for the oppositions.&lt;br /&gt;&lt;br /&gt;To the aspiring candidates. Ask yourself this pertinent question. Are you aspiring for wealth and power that comes with the post? If you have this in mind then you might as well forget the dreams. The current thinking of the people is they wanted a sincere leader that can lead the party back in shape and play the role of a national party leading the other members of the alliance. The party and the country needs leaders who have the imagination, courage and most importantly not thinking of reward but full of sacrifices. This is much lacking if you are bothered to ask yourself how you managed to attain all the wealth in a short span of time.&lt;br /&gt;&lt;br /&gt;To all UMNO aspiring leaders; this article is not meant to belittle you, but to make you realize that the Malays in particular which you are supposed to lead and represent has been left far behind in all fields except the increase in the number of drug addicts and the Mat Rempit menace, which nobody wants to associate with. In economy and business, in education and now in politics, the Malays are well behind and the pace is getting wider. If you continue to fight among yourselves for the post and care for yourself and indifferent to these issues, then you will be sorry, in the event the 13th general election will be held earlier than expected.&lt;br /&gt;&lt;br /&gt;So, aspiring UMNO leaders; think wisely and don’t waste time lobbying for post if you think that you don’t have the material to be new branded leaders. In short we now care substance rather than form for new generation of leaders. To the leaders who have outshined themselves just accept that enough is enough and sacrifice yourself if you cannot keep up with the new demanding pace. It is better for him to step down and relinquish all his official position in the UMNO government and UMNO post; as if this Keris is the reason for the defeat of UMNO in the election. To apologize over the Keris issue, which is the symbol of Malay power is something which is logically acceptable. To the Malays the Keris issue has nothing to do with UMNO lost over the PRU-12. It is shameful to the Malays when the Ketua Pemuda UMNO have got to apologize. It seems now from the Prime Minister to Ketua Pemuda has got to apologize over an issue that is not relevant to the lost suffered in the general election.&lt;br /&gt;&lt;br /&gt;Come on, leaders of UMNO. Have some backbone to defend Malays dignity. Just accept the fact that the main reason for UMNO's defeat is corruption among the leaders and its crony. Projects which officially cost RM4 million has been bloated to 300 to 400 percent by way of project 'wahyu' (direct nego. projects) awarded by the Treasury, so much so that state project is bigger than Headquarters project. Look at the logistic inventory of some of federal departments. Some of the items supplied by mere traders are becoming a white elephant because there are no manual and operating procedures, so the end users did not know how to operate the equipments supplied. The supplier with the collaboration of the department officials and the treasury who is supposed to monitor has been taken for a ride. Rakyat's money has been wasted for nothing.&lt;br /&gt;&lt;br /&gt;It is with hopes that no more such apology will arise again. UMNO must think fast and quickly that it has to depend on itself as the backbone of power in the country. By this it has got to put its house in order. Support by other non-Malay parties is a bonus to strengthen its position. Otherwise UMNO must find ways to go alone. There are no two ways about it, Either UMNO shoulder its responsibility to be the dominant political party, or failing to do so will make it irrelevant and end as the dominant opposition party in the new government set up. This will be real if the leaders in UMNO still fail to face the reality and not brave enough to say a spade is a spade. Subsidi untuk menstabilkan harga produk petroleum sahaja dilaporkan melebihi 40 billion Ringgit Malaysia; pada tahap harga  sekitar 100 dollar Amerika satu tong. Jumlah subsidi semakin meningkat apabila harga bahan mentah itu semakin naik saban hari. Percakapan dipasaran menyatakan harga 200 dolar Amerika bukan satu yang mustahil untuk dicapai dengan keadaan ekonomi Amerika yang semakin goyang. Selain bahan minyak mentah, harga-harga komoditi lain yang juga menerima subsidi kerajaan ikut naik. Antaranya ialah minyak masak, tepung beras dan senarainya semakin panjang. Subsidi ini dibayar samada secara langsung ataupun tidak. Ini termasuk pelepasan cukai dan lain-lain lagi.&lt;br /&gt;&lt;br /&gt;Realitinya, selagi ekonomi Amerika dalam keadaan parah selagi itulah harga pasaran bahan mentah dan komoditi kian tidak terjamin. Harga produk ini hampir semuanya disebut dalam dolar Amerika. Maka, semakin turunnya nilai dolar Amerika maka semakin naiklah harga komoditi ini. Negara-negara pengeluar sudah pasti tidak mahu mengalami kerugian nilai produk mereka berbanding dengan penurunan nilai dolar Amerika tersebut. Maka tindakan yang paling logik ialah dengan menaikan harga barangan mereka. Akibatnya negara penggunalah yang menerima padah kerana negara-negara pengeluar komoditi tersebut hendak mengekalkan nilai pengeluaran produk dan komoiti mereka.&lt;br /&gt;&lt;br /&gt;Senario di Malaysia.&lt;br /&gt;&lt;br /&gt;Peningkatan subsidi menggunakan wang rakyat tidak masuk akal lagi. Lebih-lebih lagi apabila subsidi ini tidak dimanfaatkan kepada orang yang berhak menerimanya; bayangkan orang yang memandu kereta mewah turut sama membayar RM1.92 seliter sama seperti mereka yang di dalam golongan berpendapatan rendah. Sistem pengagihan yang ada sekarang tidak cekap dan sukar untuk kerajaan memantaunya. Sekiranya idea ini dapat menyelamatkan lebih dari 40 bilion ringgit hasil kerajaan, mengapa ia perlu diketepikan dan jadi bahan ketawa?&lt;br /&gt;&lt;br /&gt;Kerajaan dengan Pak Menteri yang ada mesti sedar sudah tiba masanya untuk berfikir secara radikal untuk memantau fenomena ini. Ada pepatah English, “Give a man a fish and you feed him for a day, give a man a fishing rod and you feed him for life”. Ajar mereka cara menangkap ikan dan bukan mengajar makan ikan sahaja. Ilmu dan kemahiran yang mereka perolehi akan berpanjangan dan boleh menyelamatkan mereka. Pendek kata, latihan yang diberikan perlu menekan aspek kecekapan untuk menjamin kejayaan. Mari kita lihat satu contoh; mengapa hasil tanaman padi di utara tanah air agak rendah jika dibandingkan dengan hasil tanaman di kawasan Sabak Bernam dan Sekinchan di Selangor. Tak perlu nak pergi jauh untuk buat kajian ini.Tingkatkanlah kecekapan para petani yang ada wahai pegawai-pegawai Jabatan Pertanian. Pak Menteri tidak perlu fikir hendak buka kawasan baru dengan menghabiskan lagi 40 billion ringgit wang rakyat. Kawasan yang sedia ada kalau di lakukan secara efisyen boleh memberi hasil yang lebih banyak.&lt;br /&gt;&lt;br /&gt;Seperkara lagi yang lebih penting untuk direnungkan kerajaan ialah untuk memperkemas lagi Kementerian Kebajikan Masyarakat dengan memberi nafas dan ‘re-branding’. Tugas tugas kementerian ini bukan lagi setakat membela nasib orang-orang daif sahaja, tetapi dengan nafas dan ‘branding’ baru boleh melihatkan subsidi yang dibayar kerajan benar-benar dimanafaatkan oleh orang-orang yang memerlukan.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Idea  ini mungkin tidak praktikal pada segolongan orang dan mungkin akan jadi bahan ketawa. Tetapi memandangkan jika fenomena ini tidak diberi perhatian segera jumlah subsidi kerajaan akan terus meningkat. Kementerian Kebajikan Masyarakat yang ada berkait rapat dengan keja-kerja kebajikan perlu diberi tanggungjawab baru. Biarlah kerajaan buat pengambilan beratus-ratus lagi kakitangan penguatkuasa baru untuk menjayakan misi nasional ini. Biarlah kerajaan berbelanja 1 billion ringgit sebagai tambahan untuk melengkapkan keberkesanan tugas Kementerian Kebajikan Masyarakat ini untuk menentukan sistem subsidi baru boleh berkesan dan berjaya terhadap golongan yang memerlukan. Perbelanjaan 1 billion ringgit yang dibelanjakan kepada kementerian ini adalah lebih menjimatkan daripada membayar subsidi yang melebihi 40 billion ringgit, yang pasti akan meningkat berterusan. Wahai Pak Menteri semua, renung-renungkanlah. The department through the Ministry of Home Affairs had requested the fund from the Treasury and Economic Planning Unit to equip the 3000 patrol cars in the country.&lt;br /&gt;&lt;br /&gt;For the past few years the police had been allocated a substantial amount of money to increase and strengthen its manpower and upgrade its equipment with the objective to make the department effective in combating crime and restore public confidence in the security of the community. On several occasions public relation exercise had been conducted to get public cooperation to fight crime.&lt;br /&gt;&lt;br /&gt;The issue here is all these efforts succeed in reducing or minimizing crime in the country. Why is it that the number of crime and crime related incident don’t seem to down? What was highlighted in the newspaper is one issue. What was not reported is another issue which cannot do the country proud. If only the police can reveal the statistic of the number of reports made by the public at all police stations will be frightening.&lt;br /&gt;&lt;br /&gt;What actually went wrong? In United States, the sight of police personnel in uniform or police patrol cars patrolling the streets is enough to shiver the wrongdoing. Here the public don’t seem to have respect or confidence in the police to enforce the law. Motorcyclists do not respect the traffic light as if they are colorblind by simply not only beating but even go against the traffic light. On many occasion motorcyclists don’t even put on their crash helmet while riding. Beating queue is another common sight.&lt;br /&gt;&lt;br /&gt;So the issue here is why is it the respect for abiding the law is not there. With upgrading the equipment, increasing manpower and increase in information and technology such as CCTV will reduce the crime and law breaking incident. This is yet to be seen.&lt;br /&gt;&lt;br /&gt;What is clear is, if the increase in manpower, and upgrading equipment and introducing new gadget won’t achieve the desired results, if the police do not really study their capability to fully utilize the new assets. The purchases of new patrol cars are being left to rot in various places because of the lack of drivers to drive the cars. Driving patrol cars need skills which new drivers are not well equipped. Patrol car drivers must have proper training and training takes time. By the time the drivers are trained the cars are already not in good shape after being left for so long. In one case a police station built by housing developer is not properly used. Instead of using it as a police station, it was used as a logistic base to store police vehicles. The personnel manning the base does not do police work which led to many motorcyclist and public not respecting and belittle the personnel.&lt;br /&gt;&lt;br /&gt;So unless the top management of the force really go to the ground and make a study of the weaknesses, it will be a waste of public funds which desired to achieve the objectives set not attainable. Finally the police on duty should be well discipline and really enforced the law. The public will learn their lesson only when they are really fine for the offence committed. Give them two of three fines and they will learn their lesson. Police personnel should not be seen to have coffee at mamak shop while on duty. The public don’t like to see that. If they need rest, it is not at coffee shop.&lt;br /&gt;&lt;br /&gt;This write up is not meant to belittle the police force. It is meant to make the police top management and the personnel to realize the mistake done.
